If reseating/replacing memory doesn’t help, try removing the hard drive, DVD drive, modem, wireless card, keyboard, etc… In other words, disassemble the laptop to bare minimum and test again. The only LED on after that would perhaps be the battery charging indicator. So bought a new screen cable and fitted it. I'm now seriously considering buying a POST card diagnostic tool. Motherboard failure; the motherboard has to be replaced, if it’s not too expensive.

The reason is that, by chance, I left the laptop switched on with the ac adapter plugged in for about 2 - 3 hours. U the man. Unfortunately it doesn't do anything with it. their other reccommendations included processes that required to be activated from windows...
Motherboard completely dead. Screen blackout, no power up, but the fan and the dvd rom was running. Find all of the connections as you can. Now put the keyboard back in. You can try removing memory modules one by one and test the laptop with only one module installed.

Slight hiccup, the latitude fan doesn't come on at start up, so something else to clear. I pulled a Fujitsu 80 GB from another laptop, and it is recognized correctly, and the WD is recognized by the other system as well. If I can find the cleaner disc I've got, I'll see if that makes a difference. 2nd edit Cleaner disc didn't make any difference. That should tell you if the CD ROM is enabled in BIOS. IT WILL TOTALLY FRY YOUR LAPTOP IF STATIC TRANSFERS!!!

This will reboot the system and at the splash screen, most Dells have the option of hitting the F12 key to boot from any device that it finds. Lappy was well out warranty. The second is a little harder. Just sits there giving me a black look.
if you know your way around well enough. I've just put Everest, a useful diagnostic tool onto the Latitude to find out what the cpu is, and it seems to have the same sort of spec as I would greybeard 13:06 25 Mar 08
Edit I've tried the memtest but get no response from the laptop. Thanks dude! If so, pull out the video card, and lift the power board up with it. If there is a cd in the player, it will run.
I placed the adapter that came with the notebook on the hard drive and installed the drive. The other symptoms you now have does seem like a short circuit and some component blown. can you post a picture of this pattern? In this case most likely you have you have a faulty screen or bad video cable connection. This is a good time to blow-out the dust on the CPU cooling fins, too... You can repair the MBR two ways. I would carefully consider if it is worth the effort to diagnose if it were me. This is not unusual for Dell Inspirons as I have had to replace almost all in our company within their warranty period.
