With too much thermal paste the two metal surfaces won't even touch each other and heat will not be transfered. SolvedSpeccy says my laptop's CPU is at 110+ °C but ... I wouldn't worry, just keep the heatsinks clean and loadtime to a minimum. Because that isn't a "little" dust.

I have never removed the fan from the CPU. This particular CPU easily achieves and maintains its turbo under the 47w TDP. Apparently that's normal functionality. As you can see, my CPU temps reach high 90's, almost hitting 100°C. You want isopropyl alcohol in the highest concentration you can find, preferably 99%. All they list is the max temp the CPU should run at any given time. And no, this is normal, specially if you are running Core i7s.
Just cut the part were the fan is sucking air and blowing air out...
